Tallinn Becomes First European Capital to Ban PVC in Outdoor Advertising

Tallinn has approved a regulation banning PVC-based advertising materials in public spaces, becoming the first European capital to introduce such a restriction. The decision supports the city’s long-term goals in environmental protection and public health.
“PVC contains harmful substances like phthalates and flame retardants, which pose risks to human health and the environment,” said Deputy Mayor Margot Roose. “As a Zero Waste Candidate City, we are committed to promoting safer alternatives.”
Experts note that PVC is difficult to recycle, releases toxic particles outdoors, and is unsuitable for incineration. The city encourages the use of safer, recyclable materials like polyethylene (PE) and polypropylene (PP), which are already available at a similar cost.
The ban takes effect on 1 January 2026, with existing PVC ads allowed until 2030. The regulation is now awaiting final approval by the Tallinn City Council.
